Cheapest Out of State Schools?

Which schools both public and private are the cheapest out of state?

I'm hopefully seeking schools that are 16K or less per year (tuition) for out of state students.

Hands down, Southwest Oklahoma State University.....but you will never get in unless your from Oklahoma or go to school there.
 
Check out Wyoming,

they're $422 (per credit hour) for nonresidents. That'll clock you in around
15 grand a year for tuition.

University of Arizona is pretty cheap for out of staters. Becoming a resident of the state isn't too bad if the spouse is working in the state for a year and then it gets super cheap!
 
I heard UNC meets 100% of your financial need as determined by FAFSA. But, considering UNC's tuition is 22K a year or so out of state, it would still be expensive even with scholarships.
