EWG/EDG speed or slow down a reaction?

Ive noticed a type of O Chem question that is recurring throughout my study materials and I just wanted to confirm what I think I've learned.

Electron Withdrawing Groups(Meta Directors) slow a reaction down compared to Benzene and Electron Donating Groups(Ortho/Para Directors) speed up a reaction compared to Benzene?

Is this always true?

This is a very good question. ALL meta directing groups will slow a reaction down, thus we call them deactivators. Most o/p directors will activate a molecule relative to benzene,,,,,,but not all. Groups like halogens and the NO group,,,,,called Nitroso, will direct ortho- para, but will slightly deactivate the molecule. This will result in a slower reaction. For the DAT,this is very important to know !!!
