Florida State only accepts florida residents at this time, however that may change in the future.
University of Florida and University of South Florida accept OOS, but they rely on the high OOS tuition to discourage people from applying.
The two new medical schools will probably cater only to in-state, but that isn't set in stone quite yet.

Of course, private schools such as Miami can take OOS is they wish.

Miami takes a considerable number of out of staters, though tuition is higher of course.
