Hysterectomy question

I found this on the APS company website: CPT Code Assignment for Uterus, Tubes & Ovaries | APS Medical Billing

Do people view this as a green light to code hysterectomies as 88309 for patient's with any (even remote) histories of CIN 1?

But any uterus resected for benign disease with opportunistic salpingectomies which is happening more and more attached to uterus (not separate parts) - 307 is certainly justified

I also don't think it is justified, but how can you prove that APS's guidance is in the wrong?
Are insurance companies rejecting the 309 code?

If I get a hysterectomy specimen with a history of CIN and the entire cervix was submitted for microscopic evaluation, I code 88309.
