Independent volunteering on AMCAS?

I'm posting on behalf of a friend right now. He has over 200 hours worth of tutoring experience, which he provided free of charge to students at his university. This wasn't facilitated by any official academic program - he offered his services independently, on his own accord. Could this be reported as volunteer hours on AMCAS? Would it hold the same significance as volunteer hours through an official organization?

I'm in a similar situation with tutoring/mentoring. Who would we put as a reference? ...doesn't seem like it'd be appropriate to put ourselves.

"No, I lied."

Putting myself as a reference is strange, but I guess that's what I'll do!
