Is it ever appropriate to contact a program and ask if invitations are still being sent out?

The only contact info they have up is an email and I got an automatic reply in response to my query. You could try again though.

Yes to all three. While their program sends automated emails, their program coordinator reads all the emails and eventually responds to most.
