Depends on state where offense took place
Depends on how question is worded
Depends in state where school is located
Answer yes And have a 1-2 sentence (thats all) explanation. “When 14 was arrested with a group hanging out in an abanoned building. No Charges were filed”
As having a sealed record in Oregon I am permitted to say 'no' to any crimes on AMCAS. Does this not pertain to secondaries as well?

Not necessarily.
The rules change depending on where the the school is located, not where you are located.
