Does sending a letter of interest to a school you're waitlisted at decrease the chance of you getting accepted if it's not a letter of intent?

As it gets closer to the start of school, accepting someone who is more likely to decide quickly is a plus.
Between equal candidates, someone with no acceptances would beat a so called "letter of intent" which beats a "letter of interest."
