I was wondering if anyone could give me some info on the waitlist process. Is it "ranked" or what? What is the overall procedure for pulling from it?
Yes, I did a google search on Mr. Debusk as others have mentioned, and the only things I can really find is that this guy does not settle for 2nd place. he also does not sound like a guy you want to have as your enemy.

This post is for anyone that may can help. First of all, my wife and I are expecting a child in May, so we are planning to have secured a place to live before the baby arrives. We are planning to look around from now until the little man gets here. I understand apartments are hard to come by, but that would be impossible anyways because we have two dogs. That means we will be looking at renting a house. To get to the point, do any of you know people who own multiple properties in which they rent? We are interested in mainly the Harrogate, Tazewell, New Tazewell, and Middlesboro areas, but not closed to any other areas. If anyone can help us out, we both would greatly appreciate it.

perhaps, it would be wiser to take out a mortgage? this all depends on your finances of course, now that in 3 years, there will be a greater demand in the area since each of the 4 years will have 150 students, making it a total of 600 possible students looking into buying your house when its time to sell
Based on the duration as well as the re-sale woes in the current market, a short-term mortgage might require further consideration. It's likely you all would need to move prior to starting your 3rd year, depending on clinicals.
well they are saying the housing market will rebound in 2009. So it is best to buy houses while the prices are low and sell later when they will become higher.
It is an excellent buying market, and a crappy selling market when it comes to real estate right now.
Don't settle for a short-term mortgage either. go with a 30 year to minimize the monthly payments
Based on my experience as a real estate broker, I still wouldn't buy there in the hills unless you want to be left holding an Appalachian vacation home. I wasn't referring to a non-fixed or ARM (hell no), I was referring to the timeline alone for most students - too short of a timeframe (likely 2 years before a move required based on commute). Too risky for me unless, as I've already said, it's a bit north of Knoxville (where sprawl will increase demand as it currently is) and not so close to Harrogate.

As for limits on housing to DCOM (at least where we drove thru), these would be my recommendations, and by no means are these exhaustive, just my wife's and my opinions:
- Going West on TN-63 from DCOM, no farther than LaFollette or Jacksboro. This is a 45-50 minute drive (going 60 mph - approx. 40 miles) from DCOM and from Knoxville. Time wise, it isn't awful, but it is a lot of miles.
- Going South on 25E (or Cumberland Gap Parkway) approximately Sneedville. I can't remember some of the other towns around Sneedville, but it wasn't a bad drive (about 30 minutes). We drove to Morristown, which is past Sneedville, and it is too far for DCOM. It was an hour drive going about 50 miles. But when you are visiting, take this drive because after Sneedville there is a BEAUTIFUL scenic outlook you can pull off on. It is simply stunning.
Based on the duration as well as the re-sale woes in the current market, a short-term mortgage calls for further consideration. From a market standpoint, rural areas aren't movers. I'd only buy a house just north of Knoxville (based on creeping urban sprawl) where you're likely to sell quickly. If you want to hang onto a vacation house in the hills, then by all means go with a mortgage property in the aforementioned areas. I'm basing most of this logic on the fact that it's likely you all would need to move prior to starting your 3rd year, depending on clinical locations. The mortgage hassle likely would not be worth it.
However, your edit poses a valid point but I would not want to rely on any single student coming along and wanting the same house - unless it was in proximity to the school (i.e. not La Follette or Tazewell - Middlesboro and Cumberland Gap might be practical). For one, there are numerous outlying areas and a good portion of students will be utilizing student housing based on recent informal polls.
A mortgage (second mortg. for me) there near Harrogate in the short term (<3-4 years) would be too risky, IMO.

My point was that it's not about low payments as such, it's about the hassle of re-sale in a possible slow market and definitely in a slow moving area after such a short duration.
I also don't think demand will be as high as you are predicting based on student housing as well as the generally dispersed nature of that area - but I've already stated this.
Unless you have a significant savings account, students would probably want to aim for the lowest monthly rate instead of worrying about the hassle of re-sale. The area WILL bring in a great population looking to buy instead of rent, so things only have a chance to improve.
Stock markets are up and down...currently it is in the down...but in a few years, the cycle will put it back on the 'up' range
