Low class rank, low boards IM chances?

a family member of mine wants to know his chances for a IM residency

He is a USMD from low tier med school
Bottom quartile around 2.85 gpa if that matters he struggle a bit his pre clinical year
two HP (peds and IM) all rest P in clearkship
step 1 195-200
2 pubs 6 poster 2 oral presentation
couple of other extracurricular

What are his chances of matching in a IM residency?
should he also apply do FM?
