Are fmgs allowed to moonlight in Arizona? My question is in regards to Arizona law that gives imgs full license only after completion of the 3 years of residency.

The answer is in your question. Yes...after completion of 3 years of residency. Since you're doing IM, the practical answer is "no". At least during residency.
