In the status bar, what is the difference between 'complete' and 'under review?'

It might say Under Review first because they (usually staff) are checking to see if you have everything turned in. Complete means they have everything for you (app, 2ndary, fee, etc), then it will be sent to the admissions committee for review (this is the actual review before you are invited for an interview).
