question about residency matching process

Ive read the ashp site and the links here, but I just want to clear up one thing, sorry Ive been out of school for a couple of years:

I know the match is binding

i register and pay the 100 fee and get my code, I then give this code to the sites, but lets say come in Feb after the sites I interviewed with, I was not enamored with them(or say I get a job offer from some1 else and change my mind on residency), and I do not want to do the match list, so 2 questions:

1) do I have to fill out a withdrawal form? (if yes, I couldnt find it on ashp site?)
2) would I still be eligible to look at sites that did not match?

in other words, when does the binding part start: is it right when I submit my rank list and I am matched with a program?

any comments appreciated
 
If you ever change your mind, you can withdraw from the match, and all you do is click the button on the match website.....OR.... just don't submit a rank order list...and you will not be matched. Binding starts when you are actually matched to a site.
You are still eligible to scramble post match regardless of what you do...but you will not be able to access the list if you no longer have an account with the match website. Historically, a lot of people didnt submit ranks and just scrambled to a place they felt comfortable, but within the past 2-3 years, the scramble lists have become very thin, with mostly undesirable locations. So be mindful of that.
 
Just dont rank the places where you interviewed with. And say that you did and decided you didnt like them, then there is a withdrawal button that allowed you to "unmatch" a place. But I dont think the withdrawal button is available until matching begins (matching usually occurs after Feb) .

Once the match list is submitted and the deadline is passed, I don't think you can withdraw. Don't rank any place you aren't willing to go to. The binding part happens when you match, but the list is due about 2 weeks earlier.
 
so basically, for all intents and purposes, once I submit my match by the deadline, I should consider it binding (assuming I match somewhere)

Yes. You have up until the submission deadline to withdraw.
