Question for IDP with my low GPA

Hi doctors
I'm Korean trained dentist
GPA: 2.61 ECE (my grades show upward rising.. My last 2 year grades were pretty good lots of A and B in ece report. but too low…)
INBDE: will take
TOEFL : 97 (2.5yrs ago. Plan to retake)
WORK EXPERINCE = 1year in Clinic, 3 year in Korean public health service (covid, public dental care)
No researches and publishing
I NEED VISA

My plan is to get in IDP program in anywhere else in USA
What shoud I do to improve my stats

1. Does Residency program with Master degree in South Korea will help?
It might take 4 years to finish

2. Any preceptorship, fellowship in US dental university will help?
I was looking for it. But I heard there are lots of conversation around these programs

3. Any possibilities to get accepted in IDP by these conditions ?

ECE it's the worse company to translate grades. Highly recommend you translate with WES and you'll see what I am talking about. Apply for programs that accept WES and don't even show your ECE GPA because most programs won't even call you if you don't have a 3.0. I'll give you an example: In my country grades went from 0 - 10, nobody graduates with a 10, and very very very few might reach a 9. Most top students would be on high 8's. With that in mind ECE will get that 8 and make it a B and your translated GPA comes out on low 3's or on 2's. That's my advice to you.

Is WES is admitted by several schools? I’ve never heard of that
 
Whenever you start searching which program you want to apply on adea CAAPID or adea PASS it will say what translator they require. Most schools will require ECE, but alot of programs accepts ECE or WES. I think WesternU only accepts WES.

Go under whatever school you're looking at and scroll down to requirements and it will tell you if accepts WES.

Another advice I can give is try to see where the IDP directors are from. Because usually there's alot of BS where if the program director is from a specific country for some magical reasons there's lots of students from the same country if you know what I mean.
