Receiving Step 2 Score on ERAS Day - What to Do?

Basically what's in the title. Should I submit the application without my step2 score and then update it at 11AM when it comes out? Or wait until 11AM for my score to be out to submit my application?

You're being silly. Either is fine.

I would favor applying now and updating, simply because ERAS can get slow and crashy on opening day (although last year was fine).
