Regarding PEF in Pass Applications

When a program lists a specific number of "PEFs" does this include the Dean's letter? which is the institution evaluation?
Such as the one below: Thanks!

Dean's letter=IEF which is sent to every program. PEFs do not include the Dean's letter.

Thanks, was slightly confused cause some programs called the Dean's letter a PEF.
