should i submit this secondary?

hey just wondering if i should submit this secondary for UC SAN FRAN.....the mcat scores average an 11-12 per section and i have an average of 9.33, my gpa is high though......just wondering if i even have a chance and why they would let me past the screened secondary? (oh the only reason i aplpied here was beacuse it was in-state)..
