I heard that upon successful completion of part 2 , you would be getting a score report with both your part 1 and 2 results and a national boards certificate. This implies to me that there are more 'papers' inside the score report envelope.

If you failed part 2, you will obviously not be getting the certificate with your score report. So can this mean that if you get a thin score report envelope in the mail, you failed part 2?
