my scores; pa 21, qr 13, rc 20, bio 16, gc,18, oc 15. gpa 3.4 science gpa 4.0

do you think if i bust a-- for the next 6 weeks studing for the dat, take it again in jan. and do better, i may still have a chance? will it be too late to submit new scores to the schools? how do i know the cut-off dates for apps. to be complete.

That plan certainly won't hurt anything. The scores will still be valid next year, if you don't get in this year. Many schools mostly focus on out of state acceptances in the first round, so your this would probably help a lot for your state school(s). Also, if you app improves significantly you would probably be at the top of the out of state list, if a school gets less out of state offers accepted than they had anticipated.

Great gpa, but those scores certainly doesn't validate your gpa.. I agree with ou-jay, if you fell ready for it, take it. If you do great, 21 maybe even 22+ you should still get a few interviews depending on where you apply or you can use the score for next cycle.
