I submitted my app on June 10th and received an email to pay a fee on June 11 and got the application complete email on June 28. I don't think there is a secondary application, just the supplemental fee.

Yes, I believe so. The data is from the ADEA dental schools guide (2019-2020 application cycle). Touro interviews about 20% of the applicants and accepts about 80% of the applicants that they interview. Overall acceptance rate is about 16%. Acceptance rates are similar for all applicants (IS, OOS, and international). About 30% of the accepted applicants end up attending.
