I'm sorry if this is a dumb question. The UPenn supplemental asks how did you pay for your post-secondary education? Do they mean tuition or total costs including living expenses?

I think they are referring to total cost for everything.
 
They are trying to understand how you managed your undergrad finances. It's a way for them to see who got scholarships and how much did they get. I assume it's a proxy for undergrad scholarship (merit) which is usually a proxy of your academic capabilities.

Aren't supplementals emailed to you once you submit your application? I am quite confused
