If a school has the option to withdraw on the portal, should I also send them an email? Just wondering what the best approach is?

It probably doesn't matter. An email doesn't hurt but these things happen all the time. Just don't roast them and it's fine

Hundreds if not thousands of applicants will eventually withdraw. The portal is there to make it quick and simple for everyone involved. Don't make it more complicated than it needs to be.

You need to prove your contrition by going in person and delivering a 30 minute powerpoint presentation on why you have determined that their school is not right for you.
