A person is nominated by a current staff member (or can nominate themselves by PMing a mod about being considered) and the upper level staff discuss candidates and vote. Generally, we look for people with a presence in the forum, who reports posts that need to be moved or break the TOS, and who can keep and eye on things.

Also...what's with the new "your post is being reviewed by the spam filter" messages? It always used to just post and be done. Has something new been added into the forum code?

Yeah, we've been having a lot of trouble with spam recently. It's a big hassle for us to have to delete spam posts, and this new filter is doing a good job of stopping spammers from posting.

you can ask, but usually a mod nominates you for a forum in need. as some of you may have noticed, pre-allo's been a bit understaffed lately.

There's a pretty thorough vetting process involved in becoming a mod. Not just anyone can make the cut. Hang around for a couple of years be a generally helpful person and I'm sure you'll get some serious looks your way.
