I'm an entering flight doc. My license should go through in a few days and i'm wondering how to apply for the ASP (or whatever the incentive pay for having a license is). Or will this be taken care of when I inprocess at my gaining base?

You didn't mention your branch and that could make a big difference In the Army for everything but your flight pay, you need to work through your hospital. My unit was clueless when it came to my special pays. You should be getting base salary plus BAH and BAS, like all soldiers. Every physician gets Additional Special Pay (ASP) 15,000 yearly (usually in July, but you'll get it when you start). If you are a specialist, you'll also get Incentive Special Pay (ISP) between 20K and 36K yearly. You also get VSP which varies depending on years of service. For the first six years this is 416/month. If you are board certified you'll get 208/month. If you are a flight surgeon in a flight surgeon billet, you get ACIP (flight pay). This varies between 125 and 840/month based on how many years it's been since you graduated from the flight surgeon course, NOT how long you've been in the job. To get your ACIP, you'll need to make sure sure you have orders placing you on flight status. In the Army, we work through our S1 to do this.

Once again, I worked through the hospital for everything but the ACIP. They had someone in their S1 office that handled all the special pays.

For a brand new flight surgery straight out of internship (that is what i am assuming you want)...

VSP: Done through finance. Should be automatic. 5K paid in monthly installments (416/month I think). make sure finance is getting you this, but it may take a couple months to go through.

ASP: 15K/year, paid in one lump sum. The application for this can be found on the knowledge exchange, under popular links click on medical special pays. The application needs to be signed by your med group commander. This pay commits to 1 more year from the date it is paid, so be careful about the timing that you take this for your last year of your GMO tour, as it may affect you when you can get out to go into residency.

Flight pay: Once you get your wings and an active 1042 (after you graduate from AMP), you hand your 1042 and physiology card (from your chamber flight) to base flight pay department. Then after you complete your first flight and it is recorded in AMS, your flight pay will start the following month.
