Yes and no. There's not a ton of data on this, but RxnMan's SDN surveys in years past, which are accessible in this forum's FAQ, showed a (weak) linear correlation between step 1 and interview success rate and an even higher correlation between step 2 score and interview success rate. I know the data is a bit old at this point, but if it was a trend then it is likely a trend now.
 
Makes good sense that there is a correlation. What's even more likely is that the % of programs applied to who offered the applicant an interview is probably way higher as the score goes up (260 step 1 with 20 applications gets 19 interviews. vs 220 step 1 with 60 applications who gets 8 interviews).

That would be my bet.
