This brought curiosity to myself as I’m about to leave active duty service and utilize my entitlements for my professional program in August 2019... Has this caused grief to anyone you may know and what’s the contingency between the VA payments and paying the school?

I know in the entitlement clause it states that these benefits aren’t “guaranteed” but this mishap is depressive in the fact it just immediately throws out stressors to our veterans especially those in the middle of professional programs such as medical school.

Has anyone in the past been put on hold with BAH and tuition payments? If so how soon did it kick-in retroactively (if at all)?

Yes. I'll convey the summary from a colleague:

"‘On hold’ for BAH and tuition, yes. Until they are so far behind the school threatens to kick you out (e.g almost a year late ‘on hold’). Then, after the payment does arrive the VA will mess it up in a clawback 5 years later after you graduated from the school and insist you have to pay $50k back. As in, more than the tuition costs full ride without any benefit in the first place."
