How "tech" friendly is Penn?
Penn certainly talks the talk. Walking the walk is lagging a bit behind, though. Most buildings and most places are wireless, though there are a still a few holes in the network (there are parts of the classroom that the first years are using this year that have spotty network access, but future classes will be smaller and won't have to use that room as much). I've noticed that the classes below mine have a LOT of people with laptops in class, definitely more than my class. The library in Hill rents out laptops as well. Getting support for your computer and the network can be a little tricky. Lectures are digitally recorded (GREAT quality) and available on a network that can be easily accessed from campus and not-so-easily accessed off campus. There are rumors of them being video recorded in the future, synched with the powerpoints, but apparently the professors are holding this up out of a fear that no one would come to class (which is quite reasonable, because we wouldn't).
Not being a horse person, I can't speak too much to hands on opportunities in the first two years, except to say that no matter what else you hear, there are more opportunities for hands-on stuff for large animal people than there are for small, and they tend to have faculty that are more interested in students and education than the small animal faculty. But such is life.
I just took LA Block, and all of the horsey classes in it. They were, mostly, great. Keep in mind the caliber of faculty that you'd be studying under here. Some of the best horse vets in the country.
I also stumbled accross a page that says after 6 pm you can bring your dog to study with you (not to Hill but to quad area buildings).
By quad area buildings, do you mean only in the vet school? You can bring your dog to the student lounge in Rosenthal, and any other rooms in Rosenthal, any time you like. People study with dogs in the lounge all the time. Dogs are verboten in Hill (which is really annoying). They're also forbdden in the anatomy lab, which would affect you first year.
