Do residency programs have access to how many programs we apply to on PhORCAS? (Before interview). If so, will they see it badly if I apply to too many hospitals?

they do not, but it really begs the question of why you are subjecting yourself to that many applications (and possibly interviews) when you yourself recognize that it is too many.
