Question about Verification

I looked at the verification thread and some people who turned theres in around the 15th are under review (w/ their transcripts) and some who turned their application in ealier like the 7th (w/ their transcripts as well) are still ready for review. My question is if there is a set queue, why does this happen? Is it random like some other people have said?

The people on the 15th mean "ready for review." Just typed the wrong thing, it's not random.
