It was an actual letter. Completion end of March

My completion was end of March but they sent me an email long time immediately after my application has been completed

Yes. Received completion email end of March like you from what I understand and this letter came in today.

They just said “You’re still being considered. We’ll let you know when anything is new”.......
Where do you live? US or overseas? Mail could take longer based on location.

How many invites per batch? Maybe they send the envelopes to people they don’t intend to invite? Just guessing

I don’t think so since any rejection by mail should be received after the cycle finish not during the cycle

But it doesn't make sense. I mean first they send a completion email and then after a long time you receive such letter. Why would they tell you twice that they are reviewing? I guess, they will either receive an invite soon because they have been informed twice about their application under review or this is just a polite way of UPenn suggesting a rejection.
