I agree. I would assume that the policy written on the paper has much more weight than what some secretaries tell you on the phone. They have to honor the system they described in the interview packet at all times. Unless they changed their game plan and really didn't notify the bulk of applicants which is shady in my opinion. (They have our emails!!!)
As far as the secretaries saying that the class is "full", it will always be full. Thats all they can say. Think about it, they are swapping one accepted guy for another making the class "full" at all times.
