Interesting article that just wants to make you throw your hands in the air and say "nothing really is ever going to change." and if it does it will take a 20 year cycle of reviewing the literature, going to a task force, getting recommendations from sub committees on the task force, then more debate. then waiting 2 years for the subcommittee to modify the wording on the document, then more debate, then lawsuits, then this then that.
20 years later we will have some sort of change that won't matter all that much.
