I don't know anything about TX schools but from his stats I think he should have a decent shot. I would shoot for at least a 20 or above on the DAT to be more competitive. I got in with a lower GPA than his, higher DAT, and similar EC's. Apply broadly to as many schools as you can with good out of state acceptance rates.

I don't really remember them all, like 15 different schools all with high out of state acceptance rates according to the adea information
