"I will rank you highly" -- a bad idea?

Is there danger in telling your second, third, etc. programs that you will rank them highly; i. e., will they then realize that they are not your #1? Would love to hear from anyone involved in the ranking process on the program side.

what about saying something like "i have visited X number of programs, but none quite compares to ___ - and I have ranked accordingly!" ?
 
Unless you specifically tell the program you'll be ranking them #1, I think it's OK to tell your top 3-5 programs that you will rank them "highly" as it's a subjective term.
