Irvine hold?

Hi guys. I received this email from Irvine. I have pasted it below. I was wondering if any other student has recieved this email. Does it mean a "hold" or are all students sent this email as a pre-rejection if the school decides not to interview? Here it is:
Dear Applicant,

Your application has been reviewed by the Admissions Committee and you have
not been granted an interview at this time.

Please note, this is not a notification of rejection. All final decisions
regarding interviews will be made by April 1, 2002, after all applications
have been reviewed by the Admissions Committee. Information regarding your
status cannot be given over the phone. Starting mid-December you can check
your status online at <a href="http://www.com.uci/edu/admissions/." target="_blank">http://www.com.uci/edu/admissions/.</a>

Please notify the office directly at [email protected] of any changes in your
phone numbers, address, or e-mail address. If you do not wish to remain
under consideration, please notify us immediately.
