I also got accepted with a Dean's Merit Scholarship, but am declining.
I went to USC for my undergrad and professional graduate degree, so I'm declining mainly because I want a change of environment.
I have two friends who graduated from USC's MHA program. One is an administrator in a Los Angeles health clinic, and another is working at the VA in the northern California area. Both felt the program prepared them for what they wanted to do, and have no regrets.
Throughout the program, they frequently flew to Sacramento for intense weekend sessions (optional), and attended conferences with other classmates. They were really close with their cohort. Both were able to work part time while attending this program.
It's a great opportunity if you want to stay in LA area, as the network and connections will help immensely. And with a full scholarship, there's nothing to lose. Good luck!
