My best guess:
Getting a job is ridiculously competitive even for educated Chinese college grads. To boost their credentials, they've mastered the art of online diploma mills. (B/t 1994 and 2006 the number of students graduating annually supposedly increased 5 fold 😱).
Combine that w/ the fact that we have such trouble translating their transcripts & degrees-->big risk of immigrants entering jobs and graduate education for which they aren't actually qualified.
I'm guessing that Certiphi supposedly tells schools which ones are diploma mills and which ones aren't.
