Ling,
USN is a regular 3-year school. It does not have a specific international program. It is an accelerated school. The tuition though is extremely expensive.
Also, they only go by GPA and you have to have around a 3.7 or so to get in. Difficulty of college is not weighted at all. It is a point system to award the interviews.
The calculation is by the following:
30 points (Overall GPA)
Hence if someone has 3.9 the calculation is as follows:
(3.9/4.0) * 60 = x
30 points (science GPA with courses listed on website)
calculated as above.
2 points for bachelors degree, and 1 point for each additional graduate degree awarded.
for example, BS = 2 points, each MS = 1 point, PhD = 1 point.

The highest 15-20% of scores are invited to interview
Interview is worth the remaining 40 points.
Those with the highest combined scores get in.
