If I get my official transcripts with degree proof by July 1 2019 (that's when my school can provide them), apply to a certain state board of pharmacy to get the ATT then do the NAPLEX exam, will I be able to be licensed on time for residency in the state? Usually residencies start end June or beginning of July and they give you around 3 months period to be licensed. Anyone who has been through this or have information about this? Would be helpful.

I think you meant 2019. But, anyways, it depends on the state you are in. Some states are very quick in providing the ATT but some states can take months until they give you ATT code.
