I am not sure if this is how confidential items are handled at your University, but this is not only unprofessional in so many ways but an embarrassment to your level of organization and preparedness. Sending a denial letter is a private matter, one that should not be disclosed to an additional 349 applicants!
The fact that email is the most common way of correspondence, you should take a refresher course on how to find the Bcc option also known as blind carbon copy, to prevent applicant names from being shown.
As stated in your own email:
