As logical as your point is, UofT will use specific cutoffs to farther filter out applicants. I found the following paragraph in a document posted on PharmSIS last year:
"On what basis were applicants ranked? Applicants who met minimum required standards in each of the criteria were ranked on the basis of their overall performance. Initially, applicants who met minimum PCAT thresholds were selected to attend an interview. Applicants who attended the interview were then eligible for consideration in final selections if all subject requirements were met, and minimum standards in the interview and the cumulative university average were met. Final ranking was then determined by how they performed across the board in each of the criteria (cumulative university average, PCAT scores and interview assessment). Applicants who obtained an excellent cumulative university average were not eligible for ranking in final selections if they did not meet minimum required standards in the interview. Similarly, applicants who met required standards in the interview were not eligible for ranking in final selections if their cumulative university average was below the minimum required 70% (B-). Only those who met the minimum standards in each of the criteria were eligible for ranking on the basis of their overall performance. In some cases ranking was affected if an applicant had never carried a full course load (5.0 full-credit equivalents), with satisfactory performance, or if there was concern over failed/repeated courses or poor Chemistry/science grades."
