Any seat that becomes available will be offered to the waitlist immediately. So technically there are no seats available for the waitlist right now because all of the seats have been offered. But the class can't be confirmed as full unless they have a yes answer from the pending offers, so... it's schroedinger's waitlist right now - there are still seats open in the class, but they could already be filled or not filled depending on if people say yes or no to the offers that they have.
Please keep in mind that academic affairs personnel have other responsibilities as well, and I know they are busy right now with other things going on in the college. They probably weren't in their offices as much as usual last week or this week (and maybe for the next 1-2 weeks on top of that). I doubt anyone is actively ignoring you or purposefully trying to dodge questions - if you haven't gotten a response to something, just follow up. There are hundreds of people on the waitlist, I'm sure some emails get inadvertently overlooked.
