scholarship for minorities(URM)?

For any urm that got acceptances or have knowledge through word of mouth I would like to know

Which schools are generous with financial aid packages?
Which schools are known to give scholarships to minorities?

My school (USC) practically said that scholarships are basically awarded after they have seen performance, so after year 1 would be a chance of landing a pretty nice URM scholarship. Fin aid is completely covered for most students so loans aren't hard to get. Basically its a waiting game, unless you apply for a private scholarship, like PD Soros or Tylenol's scholarship.
