Can confirm that the secondaries do change here and there. I had a work of art planned for one of McGovern's prompts that had been used in many previous cycles. It was Pulitzer-prize worthy. I had to replace my computer because the file made it cry.
I would say ask around on reddit/SDN. I got some of my essays read by those who have had successful cycles. Had one guy thoroughly review everything for around $200 and felt that it significantly improved my writing

From my understanding, It’s likely because for IS students that are pulled from the waitlist they’ll offer a Temple spot but for OOS students they’ll offer a spot to the campus the student left from. But I wouldn’t be surprised if they offer a Houston spot to an IS waitlist because they do have to match campuses demographically and in other ways after all so that could definitely be what they choose.
