Well you have to wait for your professional eval letters, school letter, test scores, transcripts etc to be uploaded to your application. I would say if you had the best of luck with your letter writers then a couple of weeks after opening. There is no "you must wait X days" to submit though. Also, there really isn't that big of a rush other than getting it off your conscience.

You're gonna have to request them all over again unfortunately.
Or fortunately... you'd hope that an extra year of preparing and getting more experience that your LORs should improve
