Is anyone here familiar with the quality of the Mayo Clinic SURF or had a friend in the program? Do these programs ever publish undergraduates? I was accepted today but I'm questioning whether if I should go there or just stay at my home institution.

It depends on the type of research. Mayo is extremely notable for its cancer research and its oncology research output/impact is on par with MD Anderson, Dana Farber, Sloan Kettering etc. My PI at MDA recommended me to apply here which was how I heard about Mayo in the first place.

You apply to SRTP, but funding can come from NSF, AMGEN, Genentech, etc. You don't find that out until later.

No clue. On one hand, the offices are often entirely separate: there's an office of minority/talent/etc. recruitment that takes care of summer program admissions, and graduate departments have no real connection to them. On the other, you could write an essay expressing your enthusiasm for the program. It's what you make out of it, I'd hazard a guess.

Considering that many MIT rejections and acceptances went out today, you may be on the waitlist for MIT.

For Harvard, I also heard rejections went out yesterday, so keep your head up!

I applied to the the clicnial medicine and public health divisions this year. Got rejected from public health and waiting on clicnial. When I applied a few years ago they sent emails out by this day and I applied to the basic science division at that time as well!

For SUPERS: If you didn't get an email confirmation, I think they were missing something. One of my letter writers submitted twice and I got an email saying my application was complete. I replied stating that one of my recommenders had not submitted a letter, and they corrected the error, then emailed me again when they received the second letter.
For JHU: My portal still just says submitted. Maybe that's good news for you. The email said there were a lot of applicants (like 1200-1300? I don't remember) for ~30 spots.

I applied to UTokyo Amgen as well. They said their results would come out in mid-March, so I think next week is a good bet. Acceptance/rejections came out on March 9th in 2015.
