I'm a California resident making a list of schools to apply to in the upcoming cycle. I'm planning on applying to all of UC medical schools, Michigan, and a good mix of private schools around the country. Besides the UC's, are there any state schools in the western US that are Californian-friendly? I was thinking OHSU or University of Colorado might be, but I haven't heard much about either school...

Colorado is crazy expensive OOS. Almost $60k for just tuition and fees.

I would say only apply OHSU if you are part of their "mission based group" or have crazy high stats

I believe that both Arizona schools just increased their acceptable upper limit of OOS students to 50%, which is pretty high. As a CA applicant, I got interviews at both Arizona schools and at Colorado, so it may be worth applying to those places. As someone mentioned, CO is pretty absurdly expensive OOS, but it is a great school. You probably shouldn't bother with UWash unless you are MD/PhD.

definitely not Utah... but many of my classmates have had good luck with the two Arizona schools (pheonix and Tuscon).

Colorado is 30% OOS, Arizona takes a lot OOS, and Oregon takes a decent amount. Not UW. Don't forget USC, it's private. There are a good number of DO schools out west if location is absolutely the most important thing.
