oh sorry. I misunderstood the question. So far, all programs that sent me interview invitations sent the emails all together.

One exception was when I was their back up and they sent me a separate email to me after one of their top choices declined their interview offer.

There are always free spots.. I guess it is $700k for internationals and $550k for citizens.
When you factor in the cost of living, which is lower than in many states, it doesn't seem too bad!
I mean in the worst case scenario!
