I think by offers they just mean offers of acceptance. From the data you put, last year it looked like 312 offers of acceptance were made to fill their class of 184 (or whatever that exact number is). meaning 128 of the accepted students chose to go elsewhere. I suspect the 312 offers includes offers of acceptance to those who were originally placed on the wait-list, so that is something that needs to be kept in mind.I wonder if they mean offers are acceptances?

21% acceptance rate for IS applicants versus 3.2% OOS.
IS: 686 applied, 144 accepted.
OOS: 5309 applied, 168 accepted.

For those who are trying to stay optimistic despite the silence from CU after an interview, the acceptance rates post-interview (instead of out of the total applicants) may make you feel better. For example, MSAR says they typically interview around 300 IS applicants, and from the numbers you gave, if 144 are accepted from that group, it would seem like the chances of getting an acceptance offer post-interview is closer to 48% for IS applicants! Similarly, if they give around 375 OOS applicants interviews (MSAR), and offer acceptances to 168 of those, then the rate for OOS students post-interview is around 45%. Which does support what CU says, as they have said that the chances of getting an acceptance after interviewing is not dependent on your residency status, and that there is no preference in offering acceptances to IS and OOS after interviewing.
