Just actually called financial aid about this. Apparently, a really high percentage of students qualify for need-based scholarships that start at a minimum of $6500 a year. (I mentioned I have an EFC of about 10,000 and the financial aid representative said I had a really high chance of receiving at least the minimum need-based scholarship). Hearing this was very good news. Also, they said that they will do there best to try to have financial aid packages before Admit student weekend (April 27-28).
And from what I understand/assume, this package will be the finalized package. You will need to have submitted all documents (FAFSA, CSS, IDOC, UCSF app, etc.) to receive this information in the first place. SInce no new information is required after this, there is no reason that it shouldn't stay the same.
